Becoming an Expert on the
Supplemental Draft
Since 1977, the NFL has held a Supplemental Draft to accommodate players who did not enter the regular draft. Players generally enter the Supplementary Draft because they missed the filing deadline for the NFL Draft or because issues developed which affected their eligibility (such as academic or disciplinary matters). The draft is scheduled to occur at some point after the regular draft and before the start of the next season. Draft order is determined by a weighted system that is divided into three groupings.
First come the teams that had six or fewer wins last season, followed by non-playoff teams that had more than six wins, followed by the 12 playoff teams. In the supplemental draft, a team is not required to use any picks. Instead, if a team wants a player in the supplemental draft, they submit a "bid" to the Commissioner with the round they would pick that player. If no other team places a bid on that player at an earlier spot, the team is awarded the player and has to give up an equivalent pick in the following year's draft.
This year there are eight players that have filed to be in the supplemental draft, which takes place tomorrow.
DB Quaylon Ewing, Boise St
WR Josh Gordon, Baylor/Utah
FB Adam Harris, Syracuse
OT Adrian Haughton, Iowa St
LB Larry Lumpkin, Carson-Newman
DE Montez Robinson, Georgia
WR Houston Tuminello, McMurray
RB Ed Wesley, TCU
The two most notable names on the list are Gordon and Wesley, who both project as mid-to-late round prospects.
WR Josh Gordon, Baylor 6-4 220 PS#116
Gordon began his career at Baylor and had 42 rec (17.0) and 7 TD’s as a soph. He left the program in 2011 after being suspended and joined Utah but was forced to sit out last season due to transfer rules. He never officially played for Utah leaving the program for undisclosed reasons.
RB Ed Wesley, TCU 5-9 200 PS#183
Wesley shared the backfield duties last year with Waymon James & Matthew Tucker after his best season in 2010 with a team-best 1,078 rush yds (6.5), earning First Team All-MW honors. He finished his career with 2,442 career rush yds and 21 TD’s.
CB Quaylon Ewing, Boise St PS#316
Ewing was dismissed from Boise St in January. He started four games LY as a RS Soph CB and had 26 tkls.
FB Adam Harris, Syracuse PS#237 Cornell ‘08
Harris started his career at Cornell, but decided to walk-on at Syracuse in 2009. He started 21 games the past two seasons before he was forced to retire because of multiple concussions. He had 10 career carries (3.1) and 10 career receptions (6.7).
OT Adrian Haughton, Iowa St PS#314
Haughton started 17 straight games as a freshman and sophomore, but was dismissed in the summer of 2010. He most recently played for the Orlando Predators in the AFL.
LB Larry Lumpkin, Carson-Newman PS# 347 Alabama A&M ‘09
In March it was announced that Lumpkin wouldn't be returning for his senior season due to academics. He earned 1st-Tm All-South Atlantic honors LY, finishing with 94 tkls and 10.5 tfl’s.
DE Montez Robinson, 6-5 240 Georgia PS#70
Robinson played only one season at Georgia as a true freshman in 2009, recording 5 tkls and 2 sks. He was suspended in December 2009 and dismissed from the team in April 2010.
WR Houston Tuminello, McMurray PS#144 La Tech ‘08
Tuminello had 10 rec as a soph st’r for Louisiana Tech in 2009, but left the team in October that season due to personal reasons. He spent the next few seasons between Stephen F. Austin and Div III McMurray.

1. WR Cris Carter, Ohio State, 1987 4th Round
Philadelphia Eagles (1987–1989); Minnesota Vikings (1990—2001); Miami Dolphins (2002)
Carter didn’t enter the regular draft following his Jr season at Ohio State, but he did sign with an agent. Carter was ruled ineligible for his Sr season and entered the Supplemental Draft. Philadelphia took him with a 4th round pick. After 3 seasons, Carter rejuvenated his career in Minnesota, where he would be named to 8 consec Pro Bowls. Carter ranks in the top 10 all-time in receptions, receiving yds, and receiving TD’s and soon will become the first player in the Pro Football HOF to have come into the NFL through the Supplemental Draft.
2. QB Bernie Kosar, Miami (FL), 1985 1st Round
Cleveland Browns (1985–1993); Dallas Cowboys (1993); Miami Dolphins (1994–1996)
Kosar would have been eligible for the regular draft, despite having played only two years. Back then, the three-year rule didn’t apply; players had to complete college, either by graduating or by exhausting their eligibility.
The Browns traded for Buffalo’s 1986 1st-round pick, a pick they could use in the 1985 Supplemental Draft. Kosar waited until after the 1985 Draft to declare his intentions to play in the NFL and got his wish to play for the Browns (Kosar from Ohio) as they selected him with the 1st pick in the 1st round of the Supplemental Draft.
Kosar led the Browns to three AFC Championship Games, and in 1987 the AP named him to the All-Pro team. After the Browns, Kosar spent his final years as a back-up for Troy Aikman and Dan Marino.
3. DT Jamal Williams, Oklahoma St, 1998, 2nd Round
San Diego Chargers (1998–2009); Denver Broncos (2010)
Jamal Williams had planned to return for his Sr season at Oklahoma St but he was declared academically ineligible. San Diego took him with a 2nd-round pick in the Supplemental Draft. In his 13 seasons, Williams started 122 games, played in three Pro Bowls, and was named to three All-Pro teams. In 2009, the Chargers selected Williams as a member of their 50th Anniversary Team.
